The client had a complex, multi-layered leadership framework spanning behavioral skills, functional competencies, leadership principles, and organizational values — 33 criteria in total. They needed to know which online assessment tools could actually measure what they defined as leadership, and which tools were worth combining.

- 10 tools from 7 providers evaluated against 33 leadership competencies at subscale level — all tools achieved near-complete binary coverage, yet the mapping revealed a structural problem: the same competency label was interpreted as a personality trait by one tool, a value by another, a behavior by a third. Everything fit a little, nothing fit exactly.
- The analysis exposed that the issue was not with the tools but with the competency framework itself — definitions broad enough to absorb any instrument are too imprecise for meaningful tool selection. The coverage data became a reverse-engineering tool: a basis for sharpening each competency with behavioral anchors before any tool decision.

- Ten of eleven tools claimed full coverage of the client's leadership competencies — the weighted analysis revealed coverage scores ranging from 17 to 161 points, exposing that "full coverage" is a meaningless claim without subscale-level scrutiny.
